Carlisa Vanrica Fowler-Miller is a Bahamian public servant, consultant, community leader, youth advocate, media personality and Justice of the Peace whose life and work reflect a deep commitment to service, leadership and national development. A proud daughter of Cat Island with strong family roots in Mastic Point, she was raised with an appreciation for faith, family, discipline and community. Those values continue to shape how she serves others and approaches every responsibility placed before her.

Carlisa Vanrica Fowler-Miller is a Bahamian public servant, consultant, community leader, youth advocate, media personality, and Justice of the Peace. A proud daughter of Cat Island with strong family ties to Mastic Point, she was raised with values of faith, family, discipline, responsibility, and community. These principles continue to guide her personal and professional life.

Carlisa’s secondary education was primarily at Old Bight High School, which she considers an important part of her educational journey. She later graduated from C.V. Bethel Senior High School. Her professional journey began with a summer position at the Water and Sewerage Corporation before she joined the Department of Immigration, where she served as a clerk in the Naturalization Department from 2007 to 2010.

In 2010, Carlisa joined the Royal Bahamas Defence Force, beginning more than fifteen years of national service and advancing to the rank of Leading Woman Marine. Her military career strengthened her leadership, discipline, resilience, and ability to work under pressure. From 2015 to 2017, she also served with the Urban Renewal program and became Manager of the Carmichael Urban Renewal Centre, working with residents, young people, community leaders, and government agencies to connect families with support and opportunities.

Carlisa holds a degree from the Bahamas Agriculture and Marine Science Institute and has pursued training in project management, human resources, leadership, and consultancy.

Carlisa is the wife of Renaldo Trevon Miller and mother of four children, two daughters and two sons. Her family remains a major source of motivation and has strengthened her understanding of responsibility, sacrifice, resilience, and the experiences of working families.

Her journey has included professional achievements, difficult seasons, public challenges, and moments of reinvention. She views these experiences as opportunities for growth and believes that a person's past should not determine their future. Her Christian faith continues to shape her outlook and commitment to serving others.

Whether through public service, youth mentorship, community initiatives, consultancy, or Carlisa Talks, her focus remains on using her experience, knowledge, and voice to encourage others, strengthen communities, and make a meaningful contribution to the ongoing development of The Bahamas.

Carlisa has continued to contribute through community development, consultancy, and youth empowerment. From 2021 to 2026, she served as a partner at Sovereign International Advisors, contributing to consultancy initiatives and discussions surrounding national and social development. She has since continued providing consultancy services independently.

Youth development remains an important part of her work. She founded the Carmichael Community Marching Band and the Pink Diamonds Youth Organization, creating opportunities for young people to develop confidence, discipline, leadership skills, and a stronger sense of purpose. Pink Diamonds places particular emphasis on girls, young women, and young mothers, encouraging personal development and new opportunities.

Carlisa is also the voice behind Carlisa Talks, a growing media and motivational platform focused on honest conversations about life, faith, confidence, personal responsibility, healing, and new beginnings. Through the platform, she shares experiences and practical encouragement while working toward a broader vision that includes mentorship, scholarships, community outreach, charitable initiatives, and programs that create meaningful opportunities for individuals and families.
